Background

The Farm Security and Rural Investment Act of 2002 (2002 Farm Bill) became law on May 13, 2002. Section 9002 directed the USDA to create a Designated Biobased Products List and provide purchasing recommendations to federal agencies. Congress had three goals for the legislation: 1) improve demand for biobased products, 2) encourage development of the industrial base in rural communities, and 3) substitute domestically produced biobased products for fossil energy-based products derived from imported oil and natural gas. The law generally requires procuring agencies to purchase biobased products designated by the USDA as containing the minimum biobased content for the particular product category. The 2002 Farm Bill defines a "biobased product" as a commercial or industrial product that consists primarily of raw agricultural materials or wastes or forestry materials.

USDA BioPreferredSM

The USDA BioPreferredSM program provides federal agencies with information that will help them meet requirements to purchase biobased products. Federal agencies are required to purchase biobased products if they are readily available, meet any performance standards and are reasonably priced compared to non-biobased products.
